what i loved about the balloon was the Alberta or Bust! As any scrapbooker from Alberta knows you don't find scrapbook material for Alberta! so yah!
Then i was googling a techniques how to use distress paint and i found this fabulous tutorial from Mr. Tim Holtz how to create a patina finish

I used the colors i had on hand- broken china, weathered wood, gold, and spiced marigold. Dabbed onto the splat mat and sprayed with water.
Before i dragged the tag through the paint i used washi tape to cover a portion of one side. I wanted to create a line in the tag
Drag through the paint
I dragged through a couple of times to get the coloring I wanted,
then dried
Then i inked the edges with walnut distress ink
i added walnut embossing powder along edges, then knocked off the excess, I also brushed off some as well, heat to set
how it looked once i removed the tape, then repeated on the other side
first cover the left side with tape

distresses edges and inked with walnut distress ink. Then i added brads on either side of the line. LOVE the final look, almost just left it the this way but alas i had to bling it up.
cut out the balloon, then also cut out the Alberta or bust banner
used colored twine to make the strings on the balloon
finished look, then added the Alberta or Bust banner on top- didn't want to hide that
chipboard gears painted black
added black rub ons in the top corner and bottom left corner
add gears
balloon over top, then some more gears and brads
